Make the move to policy work at the interface between public and commercial law

The challenge

The Government Legal Department (GLD) is the largest provider of legal services across government, working with all the main Whitehall departments. From roads to rivers, health to human rights, our work touches on most aspects of public life.

Our Growth Integration and Grants team supports the delivery of policy within the Department for Levelling Up Housing and Communities (DLUHC). Most of the team’s work is related to the implementation and delivery of existing and new domestic growth funding programmes, which will replace European Structural Funds. There is also considerable work related to managing and closing down Structural Funds, as well as managing schemes for assisting settlers from Hong Kong, Afghanistan and Ukraine.

The role

Transfer your skills in commercial or regulatory law to the heart of government.  It’s an opportunity to develop your commercial expertise while building an understanding of managing public money in a policy context. Focusing on policy development and implementation, your expertise will be directed to subsidies, procurement, spending powers, and equalities alongside general public law. You will work closely with the Finance team in relation to propriety, regularity and value for money issues.

Initially, you can look forward to maintaining your own caseload, before progressing to supervise a small team. You will also have the opportunity to develop relationships with our regional delivery teams. You can expect to gain experience of advising (including drafting funding agreements and possibly some secondary legislation) and engagement with senior officials and departmental boards. Some involvement in working with litigation colleagues in defending claims is likely.

About you

We expect a good knowledge and practical experience of public law coupled with the ability to think strategically and creatively, and see legal issues in their wider context. The work is fast-paced and often operational in nature. It can require negotiation to manage demand at pressure points. Experience in effective handling of grant funding, contractual drafting or subsidy control law would be a bonus.

Strong intellectual and analytical skills are important. An exceptional communicator, you’ll be focused on quality and have a collaborative approach to getting things done. Above all, you’ll be ambitious to challenge yourself and to make a contribution to the UK’s future.

Benefits

GLD encourages its people to develop their skills and provides the opportunity to move between advisory, litigation, employment and commercial law services during your career, should you wish to do so.  Other benefits include access to a valuable civil service pension and flexible working arrangements.
