Role Purpose

This new regulatory authority is aiming to disrupt the existing models and set a new standard for governance in the world. It will institutionalize the Authority of the Future, which is Digitally native, adaptive, Lean and Citizen / Business-centric. To achieve this ambitious roadmap, the function head will be required to:

  • Develop the function operating model, regulations, policies, and procedures.
  • Drive and develop the function readiness and transition plan to operate
  • Lead overall efforts to ensure fair competition for new business through the design and implementation of regulations that foster fair competition. Ensure the Authority is empowered to carry relevant sanctions and actions to promote a fair market while carrying the mandate of the competition administration department in accordance with the Founding Laws

Core functional

Responsibilities

Lead efforts to develop and implement competitive administration policies and regulations positioning them as a top destination for innovators and inventors. Oversee the implementation of the department’s mandate in relations to:-

  • Prevent anti-competitive mergers, agreements, and exclusionary practices in the marketplace by investigating potential violations of the laws
  • Assist in evaluating the economic impact of regulations and policies design to promote fair competition
  • Promote consumer welfare, affordability, and free enterprise
  • Identify and enforce sanctions for violations of the law
  • Identify and implement governance processes within the Competition Administration
  • Work closely with heads of subdepartments and external partners to identify and source human resource needs for the Competition Administration
  • Coordinate with and support the Base Economy authorities when needed, in accordance with the Founding Laws
  • Align the Competition Administration Protection priorities with their Strategic Plans

 

 

 

Developing function readiness and establishment

  1. Lead efforts to develop and implement competitive administration policies and regulations positioning them,  Develop an End-state operational model and future strategy for all Competition functions​
  • Use global benchmarks to establish best practices, headcount, and operating models and design an innovation strategy in line with their vision ​
  • Ensure end-state operating model is fully lean, highly relying on automation and outsourcing while ensuring collaboration across the full government​
     
  1. Drive establishment and end state design of all Competition Authority department objectives. T

 

 

i)  Regulations & Policies​

 

  • Work with Legal Team on developing and finalizing Regulations, Policies and Standards
  • Provide expert content and collaborate with other departments to address dependencies ​

ii) Regulators (People)​

 

  • Define and acquire the human capital needs for efficient optimization and achievement of function’s mandate

iii) Operational Assets & Systems​

 

  • Identify and procure/implement assets and systems required to execute on the Departments functions and mandate (e.g., monitoring equipment, planning software, CRM, use of shared services)
  • Work closely with Cognitive Government function to develop both interim and end-state systems to deliver Authority services, and interim phase inspections & compliance​

iv) Protocols & Governance​

 

  • Develop the governance and processes for the internal operating model of functions, defining SOPs.​

v) Stakeholder Interaction & Interface with Base Economy​

 

  • Identify areas where cooperation and agreements are needed to provide services in the interim period and identify segregation of duties for interim service delivery​
  • Identify Base Economy entities and develop processes to communicate and liaise with key points of contact for departments activities and action​
  • Determine plan for transition from Base Economy to Authority to remain compliant​

3. Develop/Review and implement a transition plan to end-state for all Department ​functions​

  • Ensure there is a phased transition plan for each department function to reach end-state model, using the 2030 Vision principals: lean, efficient, and tech-enabled
  • Track and communicate progress​
  • Manage the budgets and finances related to the established Authority in ​coordination with Finance department and key stakeholders

       

BACKGROUND, SKILLS & QUALIFICATIONS

Qualifications, Skills, Experience and Mindset

  • Advanced degree in law, business or in a related field,
  • 15 to 20 years of experience in the public sector focused on business competition as well as in international or related organizations
  • 10+ years of senior leadership experience in public sector organizations 
  •  
  • Purpose-driven and pioneering mindset – drives change and introduces innovative solutions
  • Highly collaborative
  • Resilient, Decisive, Pragmatic, and capable of adapting rapidly to changes
