UK Government Investments is the centre of Government expertise in corporate finance and corporate governance.
It provides support to ensure that the taxpayer gets best value from the businesses and major assets it owns. It leads on all significant Government asset sales, advises on the corporate governance of Government arms-length bodies, leads on the creation of new public bodies and advises on major Government financial interventions and commercial negotiations.

UKGI was established in April 2016 as a public company, wholly owned by HM Treasury. It is the successor company to the Shareholder Executive and also incorporates UK Financial Investments which holds HM Government’s investments in financial institutions. Its aim is to improve the Government’s performance as a shareholder in businesses.
UKGI has developed a critical role as a corporate finance resource within Government, responsible for a portfolio of roughly 20 Government owned businesses, asset optimisation, transaction execution, corporate/market intelligence and analysis and senior level negotiation including, more recently, inward M&A activity.
In December 2017, UKGI successfully completed the first sale of part of the pre-2012 (Plan One) English student loan book on behalf of the Department for Education (DfE). The transaction was the first ever sale – by any government – of an Income Contingent Loan book, generating £1.7bn of proceeds and establishing a new asset class. The sale was the first in an intended programme of sales which aims to raise £12bn of proceeds by 2021/22. The second sale was announced on 10 October 2018 and the sales process is currently underway.
There is an immediate opportunity for a high performing individual to make a strong personal contribution to the sale of student loans, whilst gaining invaluable experience of a major government asset sale, in the position of Legal Counsel. The Legal Counsel will take the lead on all legal issues relating to the sales programmes, drawing on expertise and experience from external legal advisors and working closely with in-house lawyers from the different government stakeholders. You will also have the opportunity to get involved with the work of the UKGI Legal Team, a small dynamic team of lawyers, as they support UKGI colleagues in the delivery of cutting edge complex governance and corporate finance project work and advise UKGI on a broad range of in-house issues.
